Cumberland County Community Development (CCCD) seeks qualified applicants to submit applications for the following activity:

Affordable Housing Development:  Eligible applicants include non-profit or for-profit entities, public agencies, and under certain conditions, units of local government.  HOME funding may be used for affordable housing activities to include construction of new units or rehabilitation of existing housing units.  Applicants may propose units for sale or for rent and in any combination of single-family or attached housing design.  High considerations are given to projects that will provide additional units to the affordable housing inventory in Cumberland County.  High considerations will be given to projects that target special populations (i.e. homeless, large families, or disabled) or households with incomes at or below 30% of the area median income.  Maximum funds available:  $800,000 (in the form of a loan or grant).  More than one project may be funded from this allocation.     

Note: Proposed projects must be consistent with Cumberland County Community Development’s 2020-2024 Consolidated Plan.  The selected projects will be funded during the Program Year July 1, 2024 through June 30, 2025.  All projects must meet the specific requirements outlined in the application guidelines.

Cumberland County Community Development (CCCD) seeks qualified applicants to submit applications for the following activities:

1.)  Public Services (Case Management and/or Homeless Services):   High consideration will be given to projects/programs that provide case management and/or services to homeless persons or those persons at risk of becoming homeless. Eligible applicants include non-profit organizations, public agencies, and under certain conditions, units of local government.  Funding may be used for human services programs that provide services for low and moderate-income residents.  Maximum CDBG funds available:  $20,000 per application.  More than one project may be funded from this allocation; Due to funding limitations, no more than seven (7) projects will be funded for this Program Year.

Note:  Projects / programs located within Shaw Heights neighborhood (a designated Neighborhood Revitalization Strategy Area) have a higher funding cap of up to $100,000.  

2.)  Public Facilities / Improvements:  Eligible applicants include non-profit organizations, public agencies, and under certain conditions, units of local government.  Funding can be provided for acquisition, rehabilitation, or construction of public facilities and/or improvements that provide services for low to moderate-income residents.   Structures may include, but are not limited to: homeless shelters, transitional housing, and water/sewer projects.  Maximum CDBG funds available per project application:  $200,000.   More than one project may be funded from this allocation.

4.)    Special Economic Development Activities:   Eligible applicants include non-profit or for-profit entities that will create or retain jobs for low/moderate income persons.  Funding may be used to finance costs that include acquisition, construction or rehabilitation, site improvements, and purchase of machinery and equipment.  Maximum CDBG funds available per project application:  $100,000 (in the form of a loan or grant).   More than one project may be funded from this allocation.

Note: Proposed projects must be consistent with Cumberland County Community Development’s 2020-2025 Consolidated Plan.  The selected projects will be funded during the Program Year July 1, 2024 through June 30, 2025.  All projects must meet the specific requirements outlined in the application guidelines.

NOTICE OF CUMBERLAND COUNTY COMMUNITY DEVELOPMENT

REQUEST FOR PROPOSALS (RFP)

Cumberland County Community Development (CCCD) is soliciting proposals for a new Grantee to manage the Robin’s Meadow Transitional Housing Program funded through the U.S. Department of Housing and Urban Development (HUD). Project applicants should demonstrate their capacity and performance record to provide supportive services to homeless families with children. 

 PROGRAM

The Robin’s Meadow Transitional Housing Program is a temporary residential program created to provide homeless families with children with up to 24 months of housing and comprehensive case management services.  The overall goal of the program is to develop individualized goal plans that will enable them to achieve economic self-sufficiency, reduce dependence on public assistance, improve independent living skills, develop greater self-determination, and secure and maintain permanent housing.

Project Location

The project is located at 515 and 519 Candleberry Court, Fayetteville, North Carolina.  A project site office (next to the units) is located at 503 Old Wilmington Road, Fayetteville, North Carolina.

 Available Funding

The total amount of funding available for this project is $85,817. This project is eligible for renewal annually. Please note that the funding has not been utilized by the current Grantee and the total awarded funding is available contingent on HUD approval.

Match Requirement

The grantee must match all grant funds, except for leasing funds, with no less than 25% of funds or in-kind contributions from other sources. Guidance regarding cash and in-kind match is at 24 CFR 578.73. Cash match must be used for the costs of activities that are eligible HUD Continuum of Care Program costs.  

Contract Term

The project term will be for 1 year and is eligible for annual renewal thereafter. The Robin’s Meadow grant term runs from July 1 through June 30.

Number of Participants Served

The project is expected to serve a minimum of 12 families. The selected Grantee must ensure that the participants selected are appropriate for the proposed program.

Target Population

This project will serve the populations specified in the original funding application which is homeless families with children. 

Match Obligation:  25% cash or in-kind match is required for supportive services, operation, administrative activities.  

ELIGIBLE COSTS

Funds may include the following activities: 

  • Supportive services:  annual assessment of service needs, assistance with moving costs, case management, childcare, education services, employment assistance, and job training, food, housing search and counseling, legal services, life skills training, mental health services, outpatient health services, substance abuse treatment services, transportation, utility deposits, and direct provision of services (labor, supplies, salary, and benefits).

     

  • Operations:  maintenance and repair of housing, property taxes, and insurance, scheduled payments to a reserve for replacement of major systems of the housing (provided that the payments must be based on the useful life of the system and expected replacement cost), building security for a structure where more than 50 percent of the units or area is paid for with grant funds, electricity, gas, and water, furniture, and equipment (appliances, refrigerators, stoves, washers, and dryers, etc.).  Note:  furniture and equipment that is paid for with CoC program funds, must remain with the project.  Mattresses are eligible costs, even if they remain with the program participant.

Ineligible operating costs include:  mortgage payments, rent, landscaping for beautification, legal fees to keep attorney on retainer, general cleaning supplies, and office supplies (pens, paper, files, folders, postage).

  • Administration:  general management, oversight, and coordination. Training on CoC requirements and attending HUD-sponsored CoC trainings. Carrying out environmental reviews. Note:  an environmental review must be conducted for all projects prior to program funds being committed.

Ineligible administration costs include:  staff and overhead costs directly related to carrying out other eligible activities under the CoC Program.  Activities such as leasing, rental assistance, and supportive services should be charged to those budget line items.    

Note:  Program funds may not be used for rental assistance and operating costs in the same project.  Program funds may not be used for the operating costs of emergency shelter and supportive service-only facilities.

Notification Process, Timelines, and Other Requirements:

Project applications and required attachments must be submitted by Tuesday, March 28, 2023, 11:59 p.m. to email envelope.

  1. Funds may be used only to assist homeless families with children meeting the HUD definition of homeless.
  2. Selected applicant will be required to become a member of the Fayetteville/Cumberland County Continuum of Care on Homelessness.
  3. Selected applicant will be required to participate and maintain records in the local Homeless Management Information System (HMIS).
  4. CCCD reserves the right to refuse award in the event that none of the applicants demonstrate adequate assurance of their ability to successfully implement and maintain the program.
