Information for persons experiencing homelessness or at-risk of becoming homeless
(e.g. facing eviction)
Most federally funded housing providers in the community are required to use a coordinated entry system to ensure that persons experiencing homelessness and who have the greatest needs, receive priority in accessing housing options offered by the providers. The coordinated system is currently being operated by the Cumberland HealthNet. Please contact (910) 479-4663 to speak with a case worker.  An assessment will be completed by a case worker and the applicant’s referral will be submitted to the appropriate housing provider(s).  Once a housing unit or financial assistance for housing becomes available, the housing provider will contact the applicant to complete the admission and placement process.
Information for Small Businesses

Cumberland County Community Development Department seeks qualified businesses to submit applications in response to the Small Business Resiliency Program (SBRP). The SBRP was established in response to the economic impacts experienced by small businesses as a result of Presidentially Declared Disasters.

Funding for the SBRP is made available by the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) Program and are administered by the Cumberland County Community Development Department. The goal is to provide financial assistance to small for-profit businesses with up to ten (10) employees (including the owner) at the time of application with up to $10,000 in grant funding.

Applications will be accepted until funding is no longer available.

Application, submission requirements, and guidelines can be obtained via:

• E-mail request at; or

• Visit CCCD's Website to download program guidelines and application.

For more information, please contact Cumberland County Community Development at (910) 323-6112.

With funding from the U.S. Department of Housing and Urban Development, the Cumberland County Community Development (CCCD) Office is required to implement programs that meet one of the national objectives established through federal regulation.

CCCD programs must benefit low/moderate income families; aid in the prevention or elimination of slums or blight; or meet an urgent need that poses a serious and immediate threat to the health or welfare of the community.  Housing programs have been developed to preserve and expand the supply of decent, safe, affordable housing in Cumberland County.

Economic Development programs assist "for-profit" businesses with start-up or expansion loans.  And there are funds for public facilities and public service activities that help non-profit agencies carry out programs such as job skills training, health services, transportation and other needed services in the community.

Infrastructure improvements may also be addressed including water/sewer, streets, sidewalks and flood drainage.
