Operational and Staffing Changes

Cumberland County has implemented additional operational and staffing changes to help reduce the spread of novel coronavirus (COVID-19) and to protect the community and staff.  

Departments will be available for assistance by email and telephone Monday – Friday, 8 a.m. -5 p.m.

Solid Waste Management is operating on the revised schedule below.

Container sites are open until 4 p.m. on Saturday. Yard waste collection has resumed at the container sites. 

Household Hazardous Waste Collection Site will reopen June 13 from 8 a.m. to 12 noon.

*Please note our gate policy. Customers should be in the gate 30 minutes prior to closing to ensure that customers are out of the gate by closing time.

To reduce the risk from COVID-19, the following visitor protocol will be in place when visiting the Cumberland County Department of Public Health. These policies will apply to all Cumberland County Department of Public Health locations, including Spring Lake WIC satellite location. 

  • Clinical/patients will be seen in Clinics of the Health Department by appointment only.
  • This includes Medical Records and Environmental Health.
  • Any persons accompanying a patient must wait in their vehicle except for Child Health, WIC and Child Immunization patients. Only those who must accompany a patient will be allowed in the lobby. Limit of one person, per patient in the lobby, clinic and waiting area and/or patient room.
  • Screening of patients, clients and their visitors will take place at a designated screening area near the building entry and away from the waiting area. You will be asked a series of questions about your symptoms, travel history and whether you have had contact with someone who has tested positive for COVID-19. You will have your temperature taken.
  • You may be asked to wear a face mask.

In a recently passed SB 704, there have been a number of issues due to Covid‐19 that have
affected the citizens of our state and the following is now in effect:

  • Section 4.13(b) extends marriage license expiration to 120 days, for licenses issued
    after February 1 and before August 1.

    Any Marriage License issued during this time period will now be good for 120 days
    instead of the usual 60 days. We hope that this will be a benefit to those that have
    had to postpone marriages for a variety of reasons.

Citizens may apply for Supplemental Food and Nutrition Assistance (Food Stamps) and Medicaid (adult and family) online. The most convenient method for applying for food stamps and Medicaid is to go to and use the online application tool called NC Electronic Pre-Assessment Screening (ePASS).
