Pet Fees & Listing Requirements

All CUMBERLAND COUNTY residents are required to list the number dogs and cats they own that are four (4) months old or older by the end of January, with the Tax Collector’s office each year, between January 1st –January 31st, on the Personal Property Listing Form. If you have listed your pets or personal property with our office in the previous year, you will automatically be mailed a new form at the address currently on record.

New residents and those residents that have not already listed their pets may contact 910-678-7507 to obtain a Personal Property Listing Form.

New Privilege Licenses for pets (PET TAGS) are no longer issued each year. Once you are issued a PET TAG, it is valid for as long as you have your pet. The PET TAG is stamped with an identification number, which is on record with the Cumberland County Animal Services Department as well as with Tax Administration records. If you lose your pet’s tag, please contact the Animal Services office at (910) 321-6852 for a replacement tag for a nominal fee. If you are listing your pet for the first time, and you list your pets with Tax Administration in the month of January via the Personal Property Listing Form, your PET TAG will be sent to you by the Tax Administration office in May. PET TAGS for any pets that are not registered on our listing forms by the end of May will be issued by the ANIMAL SERVICES DEPARTMENT located at 4707 Corporation Drive, Fayetteville, NC, 28306. According to Article VI, Sec. 3-58 of the Cumberland County Animal Services Regulations: "Failure to list as provided herein shall be a violation of this ordinance and shall subject the offender to a civil penalty in the amount of $100 per dog or cat not listed annually as provided herein."

If you received a Business or Farm Listing Form and own a pet, please contact our office and request a Personal Property Form for the current year, or download one from the link at the bottom of the page. Please list pets on the Personal Property Listing Form only.

Beginning in January 2003, all residents are also required to report on the Personal Property Listing Form if their pets are sterilized (neutered or spayed) or not. Failure to list this information shall subject the offender to a civil penalty in the amount of $100 per animal. NOTE: Please be sure to indicate in the correct box on the listing form the number of dogs/cats that are sterilized or unsterilized, and sign the form. Incomplete forms without this information will be returned.

"Making any false statement, certification or representation regarding the sterilization of any dog or cat in connection with listing it or otherwise applying for a privilege license (PET TAG) shall subject the offender to a civil penalty in the amount of $100 per dog or cat falsely stated, certified or represented as sterilized."

For Bona Fide Seeing Eye or Aid Dog No Cost
Residents 65 or older No Cost for up to 3 Dogs/Cats
For Each Sterilized Dog/Cat $7.00 per Dog/Cat
For Each Unsterilized Dog/Cat $25.00 per Dog/Cat
Breeders/Hunters - Unsterilized Dogs/Cats $100.00 for 5-15 Dogs/Cats
Breeders/Hunters - Unsterilized Dogs/Cats $150.00 for 16 or more Dogs/Cats
