Legal Department

The Cumberland County Attorney's Office provides legal services to Cumberland County's Board of Commissioners, County Manager's Office and department heads. This office defends litigation on behalf of the County, including litigation against the County, bankruptcy, foreclosures and other claims, and commences legal actions on behalf of the County. Working with County Attorney Rick Moorefield is Harvey W. Raynor, III who serves as Deputy County Attorney and Phyllis P. Jones who serves as Staff Attorney.
