Juvenile Crime Prevention Council Request for Proposals

The Cumberland County Juvenile Crime Prevention Council (JCPC) announces the availability of $1,119,291 for programs to serve delinquent and at-risk youth beginning July 1. The JCPC has issued a Request for Proposals for various programs. The submission deadline is March 4 at 2 p.m.

The JCPC anticipates receiving the funds from the N.C. Department of Public Safety Division of Adult Corrections and Juvenile Justice, Juvenile Community Programs for the state Fiscal Year 2020-2021. The RFP is for various programs to assist the council’s mission to prevent delinquency among at-risk juveniles. The use of N.C. Department of Public Safety funds requires a 20% local match.

The JCPC will consider proposals for the following needed programs:

  • Mentoring Programs
  • Teen Court
  • Mediation/Conflict Resolution
  • Parent/Family Skill Building
  • Tutoring/Academic Enhancement
  • Interpersonal Skill Building
  • Substance Abuse Treatment
  • Vocational Development
  • Group Home Services
  • Clinical Evaluation/Psychological Assessment
  • Temporary Shelter (Emergency/Crisis Placement)
  • Juvenile Structured Day Programs

     

    Proposed programs should target the following risk factors for delinquency or repeat delinquency:

    School Behavior Problems

  • In-School Suspension/Out-of-School Suspension/Teen Dropouts
  • Behavioral Health Needs (Mental Health/Substance Abuse)
  • Family Conflict/Parenting Skills
  • Negative Peer Relationships

Governmental agencies, 501 (c)(3) non-profit corporations and local housing authorities are invited to submit applications. After submitting the application electronically, print and submit hard copies. In order to be considered for funding, all required documentation must be submitted with the program application by the March 4 deadline. It is required that seven copies of the RFP be submitted.
