County Hires Assistant County Manager

FAYETTEVILLE – Cumberland County Manager Amy Cannon has hired Duane Holder as the Assistant County Manager for Community Support Services. Holder has been the Deputy County Manager and Chief Financial Officer for Pitt County since 2012. He will begin working for Cumberland County on Sept. 11. The Community Support Services portfolio includes the following County departments: Social Services, Public Health, Child Support, Community Development, Library, Pretrial Services, Veterans Services and Senior Community Service Employment. HOLDER Holder will also serve as the County’s program liaison to Alliance Behavioral Healthcare. Before becoming the Pitt County Deputy Director, Holder was one of four original founders of PORT Human Services in Greenville, N.C. He served as the executive vice president and chief financial officer of the nationally accredited regional behavioral healthcare and human services agency for eight years from 2004 to 2012. Holder earned a Master of Public Administration degree from East Carolina University and a Bachelor of Science in business administration from Mount Olive College. He served in the Air Force for six years as a linguist and was the Deputy Finance Officer in Pitt County from October 1998 to July 2004, when he left to establish PORT Human Services. “Duane Holder brings vast experience in county administration, finance and human services, especially the area of mental health, and we are delighted that he will be joining the Cumberland County leadership team,” Cannon said.
