Citizen Self Service (CSS) and our billing software program will be down December 8th through December 11th for a system upgrade. Online payments will not be available during this time. Please make any online payments prior to the 8th or utilize other payment methods to avoid late fees.
Customers can pay their bills online by accessing the Customer Self Service site. Instructions for setting up accounts and enrolling in automatic payments are listed under the Forms section below.
Bills are due by 5:00pm on the 10th of each month. Any payments received after 5:00pm on the 10th will be subject to a $10 late fee. Accounts delinquent after the 24th of each month may have service disconnected. Service will be restored after account balance is paid in full and a $25 reconnection fee is paid.
Renters who need rent or utility assistance can apply online at nc211.org/hope. Applicants who cannot access the online application can also call 2-1-1 and speak with a program representative, who will assist the caller through the application on the phone. Callers can reach 2-1-1 Monday-Friday between 7 a.m. and 6 p.m.
