CUMBERLAND COUNTY COMMUNITY DEVELOPMENT

PROGRAM YEAR (PY) 2020 – 2024 CONSOLIDATED PLAN, PY 2020 ANNUAL ACTION PLAN, ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE, AND NEIGHBORHOOD REVITALIZATION STRATEGY AREA PLAN FORPUBLIC REVIEW AND COMMENT PERIOD

 

In continuing our efforts to enhance citizen participation among County residents, Cumberland County Community Development (CCCD) has made available for your review and comment, the draft of the PY 2020 - 2024 Five Year Consolidated Plan, PY 2020 Annual Action Plan, Analysis of Impediments to Fair Housing Choice, and Neighborhood Revitalization Strategy Area Plan. 

 

The Five Year Consolidated Plan is a report that must be submitted to the United States Department of Housing and Urban Development (HUD) which describes the needs and available resources in the community.  The Five-Year Consolidated Plan also establishes strategies and goals that Community Development will undertake to meet the needs of the community during the next five years (July 1, 2020 thru June 30, 2025).  The Annual Action Plan describes specific projects that will be undertaken in the 2020 Program Year, which will begin July 1, 2020.

 

The draft plans will be available for public comment and review from April 2, 2020 through May 1, 2020.  Due to temporary closures of certain facilities and to help protect the community and staff from the spread of novel coronavirus (COVID-19), the Cumberland County Community Development Department will limit distribution of the plans to the Department’s office located at 707 Executive Place, Fayetteville, NC 28302.  Review is made by appointment only.   Copies of these draft plans will be available for review on the Cumberland County’s website at www.co.cumberland.nc.us (through the Community Development Department).  In addition, upon request, these draft plans can be email to you.

 

PUBLIC HEARING

All citizens of Cumberland County are invited to listen in on the public hearing that will be held live on April 20, 2020 via the Cumberland County website (co.cumberland.nc.us), Facebook page (facebook.com/CumberlandNC), Youtube page (youtube.com/user/CumberlandCountyNC/videos), and on Fayetteville Cumberland Education Channel (FCE-TV) Spectrum Cable Channel 5.  The meeting will begin at 6:45 p.m.

Cumberland County Community Development (CCCD) invites you to attend a community meeting to provide your input for the preparation of a proposed Neighborhood Revitalization Strategy Area (NRSA) plan for the Shaw Heights neighborhood.  The NRSA will be an area designated by Cumberland County, as the grantee of the Community Development Block Grant (CDBG) program, to allow flexibility in undertaking certain types of projects and activities with the CDBG funds.  The NRSA plan will be submitted to the U.S. Department of Housing and Urban Development (HUD) for review and approval.  

 

In an effort to better understand the needs of the Shaw Heights neighborhood, the following meetings will be conducted to give residents the opportunity to offer input regarding future projects and activities for the neighborhood:

In addition to discussing the NRSA plan, CCCD will also provide information regarding the variety of programs currently offered to eligible residents.  These programs include home repair assistance (for both owner-occupied and investor-owners), homebuyer assistance, economic development, public services, and public facilities/infrastructure.

 

Residents are encouraged to attend and provide input and comments.  CCCD staff will be on hand to answer any questions you may have about the programs.  Please note that income restrictions may apply for participation in certain programs.

SHAW HEIGHTS NRSA CONFIDENTIAL RESIDENT QUESTIONNAIRE

 

Cumberland County is conducting a survey to identify the needs of residents in the Shaw Heights Neighborhood to prepare for a Neighborhood Revitalization Strategy Area (NRSA). Assistance may be provided to the area based on the needs identified in these surveys. Please take a few minutes and complete this confidential questionnaire. When completed, please return the survey to the Cumberland County Community Development, 707 Executive Place, Fayetteville NC, 28305. The County would appreciate your response by Friday, February 7, 2020.

YOUR INPUT IS NEEDED

The City of Fayetteville and Cumberland County Community Development Departments are preparing comprehensive Consolidated Plans (5-Year Strategic Plan) as required by the US Department of Housing and Urban Development (HUD).  The current plan ends June 30, 2020.   

In order to be truly "comprehensive", the Consolidated Plan requires broad input from and consultation with other public/private agencies that provide housing, health services, and social services during the preparation of this plan … especially agencies that serve low, very-low, and moderate-income citizens.  The Plans will address a variety of housing and non-housing community development needs, including affordable housing, adequate infrastructure, economic development, and special needs such as homelessness.  Funding will be available through the Community Development Block Grant (CDBG) and Home Investment Partnership Act (HOME) Programs.

We invite feedback from agencies and residents to assist us in determining the needs of our community and establishing priorities for addressing these needs.   The surveys are provided in various formats.

PUBLIC MEETINGS 

In addition, Cumberland County Community Development (CCCD) will be attending a series of Town and other community meetings within Cumberland County to provide information about the various programs offered through CCCD.  These programs include housing rehabilitation, homebuyer assistance, rental rehabilitation, and other community-based programs.  CCCD will also briefly discuss the Consolidated Planning process and will welcome feedback from the public.  The meetings are scheduled to take place at the following locations:
